An Act to provide for reservation of seats for admission of the students belonging to the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes domiciled in the State of West Bengal to certain Higher Educational Institutions in the State of West Bengal which are established, maintained or aided by the State Government, and for such matters connected therewith and incidental thereto.
Promotion and regulation of higher education and cultural development including technical or specialized education in the State Universities and colleges including colleges providing instruction for courses of study leading to the degree of Bachelor of Education, and engineering and technological colleges and other institutions of higher learning, excluding the Bidhan Chandra Krishi Viswavidyalaya, the West Bengal University of Animal and Fishery Sciences and the West Bengal University of Juridical Sciences.
To prepare a Road Map / Vision Document for 2020 and 2030 for the State’s education sector covering elementary, secondary, higher secondary, higher education, mass education, technical and vocational education, non-formal education, madrasah education, with an emphasis on the aspects of expansion, excellence and equity;

Kotwali in the District of Jalpaiguri in favour of North Bengal University for setting up its 2nd Campus on Long Term Settlement for 99 years by way of remission of salami and at a concessional annual rent of Re. 1/-.
