MEMORANDUM

Fair Price Diagnostic Scheme which includes services like MRI Scan, CT Scan, Digital X-Ray & Dialysis Services is being implemented under PPP at 47 government hospitals.

Under the scheme the equipments are being provided by the Department of Health & Family Welfare through West Bengal Medical Service Corporation and the services will be operationalize by the Operation & Management (O&M) partner through PPP.

The O&M partners will be responsible for round the clock services with their own resources. The scheme will be governed by the legal agreement valid for four years initially and renewable thereafter based on performance appraisal.

The O&M partners will collect user charges from patients of the Hospital based on approved rates of the DoHFW. The O&M partners may charge market rates for patients referred by private practitioners/private hospitals. The Rates will be displayed in each centre. The O&M partner will pay concession fee for each of the services. This concession fee will be utilized for providing free services to the poor patients. The hospital authority of the concerned hospital shall reimburse the cost of such free services to the O&M partner out of the concession fee received from the O&M partner on quarterly basis.

Operation & Management partner will use a web based software for all transactions, similar to the system now in vogue in Fair Price Medicine Shop (FPMS). This will enable H&FW Department to monitor the performance of each unit and hospital authorities will similarly get detail information regarding utilization of concession fee and rate at which services are made available to patients not referred by hospital.

In this respect for proper functioning of the scheme two monitoring committee has been formed, one for State Level and one for Hospital Level.
