Sir/Madam,

Your kind attention is drawn to the Finance Department Memo No. 1829-F(Y) dated 1.3.2012 regarding drawal of salary using COSA software package and subsequent letters on the above referred subject, last one being No. 305(65)/F(Y)/P/1E-180/2011 dated 6.2.2012.

2. I would like to mention here that the creation of Employee Database and Pension Database through adoption of uniform COSA software package has been attached a very high priority by the State Government for better manpower management.

3. It has been decided that the salary bills of all the employees including employees of the Autonomous Bodies of the State Government, who draw their pay bills and granted-in-aid salary bills from the State Government Treasuries/Pay & Accounts Offices, will be done through COSA software package from July 1, 2012 and salary bills, not using COSA software generated bill, will not be accepted by any Treasury offices/Pay & Accounts Offices from July 1, 2012. In order to implement the COSA software package in different DDOs/offices of the State Government, delegation of financial powers has been made in respect of each DDO for purchase of computers, printers and related materials upto Rs. 2 lakh.

4. I have reviewed the progress of implementation of adoption of COSA software package and the progress is dismal. The common problems, which have been highlighted by the agencies engaged by the Finance Department, to implement the COSA software package are:

i) The agency personnel at district headquarters are not being properly entertained by the senior officers of the district level.

ii) Many of the DDOs have still not got the relevant Government Order(s) issued by the Finance Department with regard to implementation of the COSA software package.

iii) DDOs either do not have any computer facility or the existing computer facility does not comply with the specifications laid down in the Circular of the Finance Department. No efforts has been taken to procure the required hardware (PCs and printers and get these installed).

iv) Inordinate delay on the part of the DDOs to prepare the basic information to prepare the database for COSA software.

v) Some DDOs have expressed that necessary allotment of funds for procuring and installing the hardware is not available. In order to overcome this problem, we have issued a circular bearing Memorandum No. 4111-F(Y) dated May 17, 2012 so that the bills for procurement of one computer and one printer for COSA are passed in anticipation of allotment.

5. I would again request you that necessary instructions may kindly be given to all DDOs under your control so that preparatory work for the implementation of COSA is completed within stipulated time and COSA is implemented from 1st July, 2012.

MEMORANDUM

Subject: Mandatory generation of salary bills by using COSA software package & procurement of Computer in anticipation of Allotment.

In continuation of this Department’s Memorandum No. 1829-F(Y) dated 01.03.2012 the Governor is pleased to allow payment of bill, in anticipation of allotment, for purchase one unit of Computer and peripherals as mentioned in Annexure-IV, subject to observance of the procedure mentioned at para 7 of the said memorandum.

Attention is also been drawn to the last para of the above mention Memorandum wherein it was stated that all the work relating to the preparation and presentation of regular salary bills through COSA software package should be completed by all the DDOs including the DDOs who draw the Grant-in-Aid Salary Bills on a priority basis, latest by 30.06.2012 and the Treasuries / Pay and Offices will not be able to accept any regular salary bill including Grant-in-Aid Salary Bill from the DDOs on and from 01.07.2012 if the bill is not COSA software generated bill in both the modes i.e. electronic mode as well as printed mode. Top most priority should be given for implementation of the above procedure.

This Department vide Notification No. 3739-F(Y) dated 03.05.2012 has made it mandatory from 01.07.2012 for all State Government Departments and their subordinate Offices to publish their Tender on the centralized e-Tender Portal [http://wbtenders.gov.in] if the Tender Value is Rs. 50 lakh or more.

NOTIFICATION

WHEREAS “Backward Classes” has been defined in clause (a) of Section 2 of the West Bengal Commission for Backward Classes Act, 1993 (West Bengal Act I of 1993)( hereinafter referred to as the said Act), for the purposes of the said Act, to mean such backward classes of citizens other than the Scheduled Castes and the Scheduled Tribes as may be specified by the State Government in the list;

AND WHEREAS “lists” have been defined in clause (c) of Section 2 of the said Act to mean lists prepared by the Government of the West Bengal from time to time for the purposes of making provision for the reservation of appointments or posts in favour of backward classes of citizens which, in the opinion of that Government, are not adequately represented in the services under the Government of West Bengal and any local or other authority constituted under any State Act, corporations in which not less than 51% of the paid up Share Capital in held by the State Government universities, colleges affiliated to the universities, primary, secondary & higher secondary schools and also other institutions which are owned or aided by the State Government and also establishments in public sector.

Now, THEREFORE, in pursuance of the provisions of clause (a), read with clause (c) of Section 2 and sub-section (2) of section 9 of the said Act, and in continuation of Notification No: 6305-BCW, dt. September 24, 2010, the Governor is pleased hereby to specify, further, in the list placed below the Backward Classes for the purposes of the said Act. Further, the Government of West Bengal has conducted a sample survey to ascertain the relative backwardness of the classes to be included in the list of backward classes and the reports of the said survey has duly been received. Accordingly in consideration of the report of the survey, and in continuation of Notification No. 6309-BCW, dt. September24, 2010, the Governor is also pleased to categorise the specified classes into OBC Category-A and OBC Category-B as per details below:-

In view of the present heat wave prevailing over the State it has been decided to prepone the summer vacation for a few days so as to start on and from 15th – 16th May, 2012. You are accordingly requested to advise all Schools under your respective control to prepone the summer vacation accordingly in order to ensure that normal working days are not affected the reopening the Schools after the Summer vacation will also be preponed accordingly.

This may please be treated as urgent.
