Non-Govt. Schools to Govt. Sponsored School – Conversion

Sub: Option for conversion of all willing Recognised Non-Government Aided Secondary Schools into Recognised Government Sponsored Secondary Schools.

NOTIFICATION

The State Government has been considering conversion of all willing Recognised Non-Government Aided Secondary Schools (DA getting school not included) into Recognised Government Sponsored Secondary Schools for some time past for giving coverage of RMSA project and other schemes subject to the approval of the Government of India to the above schools which will help the students of such schools.

2. Having considered the above and upon approval of the Cabinet, the Governor is pleased to order the District Inspector of Schools (SF.) to accept options from the willing schools for converting their administrative status from “Non-Government Aided Schools (D.A. getting schools not included)” to ”Government Sponsored Schools”.

3. The procedure shall be as follows:

i) Within 30 days from the date of publication of this notification in the Official Gazette, the willing schools shall submit their option in the prescribed proforma [Annexure-I & Annexure-II] to the concerned District Inspector of Schools (SE) to the above effect to convert their administrative status from Non-Government aided schools to Government sponsored schools so as to extend the facilities for development of these schools and bringing them under programmes like RMSA subject to the approval of the Central Government.

ii) On receipt of option duly valid, the District Inspector of Schools (SI) concerned shall prepare a consolidated list of schools Block-wise. Sub-Division-wise and submit the same (hard copies and soft copies thereof) to the office of the Commissioner of School Education. West Bengal within 45 days from the dale of issuance of this notification.

iii) On receipt of district-wise consolidated list from the District Inspector of Schools (SE) concerned, the Commissioner of School Education. West Bengal shall prepare a consolidated the district-wise list and submit the same (hard copies and soft copies thereof) to the School Education Department. Government of West Bengal within 60 days from the date of issuance of this notification.

iv) On receipt of the above from the Commissioner of School Education, West Bengal, the School Education Department. Government of West Bengal will forward recommendation to the West Bengal Board of Secondary Education for issuance of altered recognition memo from the said Board in favour of the schools as per their valid option.

v) The Rules for Management of Sponsored Institutions (Secondary), 1972 shall be extended to these schools by formation of new Managing Committee as per Management of Sponsored Institutions (Secondary), 1972 within 180 days from the date of conversion or subsequently prescribed further time period, as the case may be.

vi) The State Government may be forced not to take any responsibility for providing infrastructural support, maintaining PTR etc. to those unwilling Recognised Non-Government Aided Secondary Schools who do not wish to convert themselves to Government Sponsored Schools. Moreover, the State Government may reserve the option of stoppage of grant-in-aid and withdrawal of approved teaching and non-teaching staff from those aided schools.

The Finance Department. Government of West Bengal has examined the issue and given their concurrence accordingly, vide U.O. No. 3864 Gr.-P (Service) dt. 19.11.2012.
