Pls help me with the procedure of general transfer on special grounds.

Have those teachers applied through the competent authorities like the DIs, or AIs and the WBRSSC (the recommendation authority as per http://www.wbsed.gov.in/wbsed/readwrite/notifications/120113171421001.pdf) with due permission of the school MC?

What is the official source of this information? Please read my previous posts in the same thread. I have put up a part of the G.T. Rules 2015 and highlighted a part that contradicts the words of the officials.
