    Sir/ Madam,
Am working for Indian Airforce (IAF) as Civilian employee and my probation will end at August 2016. I had applied for NOC at April 2016 to write ISRO exam but they did not approve my NOC saying that “Am still in probation and should apply for any other jobs, only after completion of Probation”. I wrote ISRO exam in April 2016 without NOC. After getting selected in ISRO, I wanted to resign in IAF but if they do not approve my resignation, What should be done as ‘ IAF is not liking to relieve me’ please do the needful..

During the probation period generally NOC is not issued. Only Resignation may received. You will get your NOC according to norms and rules of the department.

why you want to switch from Indian Airforce (IAF) ?
ISRO have contributory pension scheme only. They have lot of internal rules which prevent employees to attend any interviews or visa processing.
See the Pros and Cons from the person named Roshan here. He resigned from ISRO.

    Sir,
I have joined in NLC India Ltd., as Deputy Medical Officer on 04-01-2017. Before joining the NLC India Ltd., i have applied for the post of Medical Officer SC in ISRO. Now i have received a call letter from ISRO to attend the interview on 24-04-2017 alongwith the NOC of the present employer. When i requested our HR Dept., for issue of NOC they are telling that I am under probation and NOC cannot be issued. When the same was informed to the ISRO Administration they are telling that they require NOC compulsorily. What is the solution for this problem?

Just serve notice of one month if probation is not completed.

If noc is not issued, then you shall have to appear as fresh candidate and your past service benefits would be forfeited.

I presume that you will have to submit an undertaking to your existing employer that in the event of selection you will resign unconditionally that means you do not have any claim on your past service. As such, first try to convince your existing employer accordingly because probably you did not execute bond to serve for a certain period. If this not works, you submit one undertaking to isro that you will appear as a fresh candidate and your existing employer has no right to compel you to serve there as during probation period you have the right to serve one month’s notice for leaving the existing service.
