Subject: Prior permission of the District Registrar/ Additional District Registrar for registration of births after 30 days but within one year of occurrence.
Sir/ Madam,
In continuation of the measures being undertaken by the State Government for strengthening the Civil Registration System and ensuring strict compliance with the statutory provisions governing the registration of births and deaths, your attention is drawn in respect of delayed registration of births and deaths reported after 30 days but within one year from the date of occurrence, Rule 5(b)(2) of the West Bengal Registration of Births and Deaths (Amendment) Rules, 2026, read with Section 13(2) of the Registration of Births and Deaths Act, 1969, as amended, shall be strictly enforced.
Rule 5(b)(2) of the West Bengal Registration of Births and Deaths (Amendment) Rules, 2026, states “Any birth or death of which delayed information is given to the Registrar after thirty days but within one year of its occurrence, shall be registered only with the written permission of the District Registrar or the officer prescribed in this behalf and on payment of a late fee of fifty rupees and on production of self-attested document, electronically or otherwise, in Form No. 14.”
Accordingly, the Additional District Registrar of Births and Deaths, wherever appointed or authorised, may process and issue the requisite permission/order for delayed registration in accordance with the provisions of the applicable Rules and instructions.
All District Magistrates, in their capacity as District Registrars of Births and Deaths, are hereby requested to ensure that all Registrars functioning under their respective jurisdictions strictly adhere to the aforesaid requirement. In every case where an application for registration of a birth is received after 30 days but within one year from the date of occurrence, the concerned Registrar shall not proceed with the registration or issue the birth certificate without obtaining prior written permission from the District Registrar or the duly authorised Additional District Registrar.
The concerned Registrar shall forward the application, along with all prescribed documents, supporting records and the verification report, to the competent authority for examination and approval. The permission granted shall be duly recorded and retained as part of the registration record.
You are further requested to ensure that the above procedure is immediately communicated to all Registrars, Sub-Registrars and other officials concerned within the district. Necessary supervisory and monitoring mechanisms may also be put in place to ensure that no birth certificate is issued under the aforesaid category without the requisite prior permission.
Any deviation from the prescribed procedure shall be viewed seriously, and responsibility shall be fixed upon the concerned official in accordance with the applicable provisions.
The above instructions shall be implemented with immediate effect and in accordance with the amended West Bengal Registration of Births and Deaths Rules, 2000.
