ORDER
With the introduction of AppCoMS software since 01.01.2024, applicants are filing online Second Appeals/ Complaints under the RTI Act, 2005 before the Commission. Communications are sent to applicants through text message in their registered mobile number as well as email in three phases at the time of (i) submitting 2nd appeal/ Complaint, (ii) schedule of hearing and (iii) order passed. Sending these through registered post results only in duplicating the effort and increase in expenditure from the Govt. exchequer.
2. It is therefore decided by the Commission that henceforth Registry of the Commission will serve hearing notices of appeals/ complaints to the petitioners as well as the respective Public Authorities by e-mail only. Postal copy of the hearing notices will be served upon the petitioners and the Public Authorities only in case of nonavailability of e-mail address.
3. This has reference to meeting Dated 07.02.2025 of the Commission, minutes of which were circulated vide memo No. 376-WBIC-14099/1/2023-SECY(WBIC)-WBIC dated 27.02.2025.
4. This order will take effect on 01.04.2025.
