MEMORANDUM
In terms of Sub-Rule (2) of Rule 6 of the West Bengal Services (ROPA) Rules, 2009 a Government employee should exercise option within the stipulated period to his Head of Office. It has come to the notice of the Government that Heads of Office of many a Government employee have changed owing to their transfer or transfer on promotion or fresh appointment or otherwise during the period between 1st day of January, 2006 and 31st day of March, 2009 i.e. when the ROPA Rules are actually being applicable at the time of their fixation of pay under the revised pay structure.
Under these circumstances, after careful consideration of the matter the Governor has been pleased to order that a State Government employee who was posted elsewhere earlier and the Heads of Office has now changed when his pay is going to be revised under West Bengal Services (ROPA) Rules, 2009 may be allowed to exercise option to his present Head of Office.
The said Head of Office will fix his pay accordingly and obtain a non-drawal certificate from his previous Head of Office for payment of arrear of pay and allowances under Rule 12 of West Bengal Services (ROPA) Rules, 2009.
