Clarification on OBC Certificate on Migrated Persons

MEMORANDUM

References are being received from the various quarters seeking clarifications in regard to issue of Other Backward Classes certificates to the applicants having origin in a State Other than West Bengal.

2. After careful consideration of all aspects it has been decided that applicants for Other Backward Classes certificates who originally belonged to a State other than West Bengal but have been residing in West Bengal for long may be granted such certificates provided they satisfy the following conditions :-

(a) They, not being a Scheduled Caste or Scheduled Tribe, have been residing in West Bengal permanently from 15.03.1993 or from a date earlier to that;

(b) Castes to which they belong have been included in the Other Backward Classes list of this State;

(c) They are socially accepted by the identical Caste or communities of West Bengal origin; and

(d) They have matrimonial relationship with the identical Castes of West Bengal.

3. Other prescribed conditions/ restrictions regulating issue of Other Backward Classes certificates, in general, shall however continue to apply.

4. All certificates issuing authorities may act accordingly.
