Minutes of the meeting held on 14.04.2015, at State Govt Circuit House in connection with prevention of fire in Govt building maintained by PWD.

An emergent meeting was held at auditorium of Circuit House, Hungerford Street to take immediate steps in connection with incidence of fire in the high rise, hospital and important buildings.

The meeting was presided over by Principal Secretary, PWD and it was attended by Chief Engineer (Electrical); Chief Engineer (South Zone), PWD; Shri DP Biswas, Addl. DG, Fire & Emergency Services (Retd.) as expert; and all the Superintending Engineers and Executive Engineers of civil and electrical wings of PWD in Kolkata Metropolitan Area.

After threadbare discussion of all the issues relating to fire safety of important Govt. buildings, multi-storied Govt. buildings, hospitals and auditoriums, the following decisions were taken;

  1. Fire detection system will be done by PWD Electrical Wing and Fire protection system including Fire extinguisher will be done by PWD Civil wing. [Action: PWD Civil/Electrical]
  2. Accessibility of Fire-Tenders should be made at every Govt Buildings. [Action: PWD Civil Wing]
  3. Accessibility (height 6.5 Mts.) for Bronto Fire-Tenders should be made at highrise Govt buildings. [Action: PWD Civil Wing]
  4. Fire Extinguishers alongwith fire blankets (sand buckets) should be installed on each other as per NBC guideline. Emergency Telephone Nos. are to be displayed at prominent locations of all the floors of all Govt Buildings. [Action: PWD Civil Wing]
  5. Fire/Smoke detection system to be installed at important/High rise Buildings/auditoriums maintained by PWD. [Action: PWD Elec. wing]
  6. Fire Fighting System comprising of wet risers/down comers and hydrant lines, including installation of fire pumps to be installed at every Govt building. Where underground reservoir is not feasible, down comer system can be considered by installing Rooftop water reservoir. [Action: PWD Civil Wing]
  7. Proposal/Estimate for Fire detection and fighting system to be submitted to appropriate authorities within seven days, for auditoriums/high rise buildings not directly maintained by PWD. [Action: PWD Civil/Elec. Wing]
  8. All passages, corridors and staircases of Govt Buildings should be cleaned of all obstructions like broken furnitures, almirahs etc. every week. [Action: PWD Civil Wing]
  9. Wall panelling and false ceiling should be avoided as far as practicable. [Action: PWD Civil Wing]
  10. For all the Hospitals/Medical Colleges immediate action should be taken to upgrade the fire safety level by installation of fire fighting and detection system. [Action: PWD Civil/Elec. Wing)
  11. All AC Machine should be kept on timer control. Timers should not be bypassed in any way. [Action: PWD Electrical]
  12. Air leakage in AC areas should be stopped by providing door closures, door seal etc. Sandwich glasses to be provided in air conditioning areas for getting better efficiencies of the AC Machines. [Action: PWD Civil Wing]
  13. Interlocking of Fire detection system and AC Blower (In case of ductable or packaged type ACs) has to be done. Dampers should be provided in AC Duct. [Action: PWD Elec. Wing]
  14. As split or Window type ACs are fire prone, package and ductable AC system/Centralised Cooling Plant must be considered as they are more reliable. [Action: PWD Elec. Wing]
  15. Proper gauge of wire, insulation resistance. Earth continuity and earth resistance should be checked regularly. [Action: PWD Elec. Wing]
  16. Infrared Thermometers should be used in measuring temperatures of Electrical equipments like Transformers, Switch Gears, MCB DBs, AC Machines etc. regularly to find out any abnormalities. [Action: PWD Elec. Wing]
  17. Regular electrical audit, testing of earthing system and meggering for AC Load to be done immediately and the same is to be completed within one week. [Action: PWD Elec. Wing]
  18. UPS points have been found to be a source of fire hazards. All UPS points should be checked for earthing and proper ambient temperature. [Action: PWD Elect. Wing]
  19. For server Rooms only CO2 or FM-200 Extinguishing system to be considered. [Action: PWD Civil/Elec./IT Wing]
  20. For all multi-storied, important and high-rise buildings and Hospital buildings, hydrant pressure to be checked at fortnightly interval along with Fire department. [Action: PWD Civil/Elec./F&ES]
  21. Rising mains, Riser cable duct, Waste water duct, Fire ducts etc. are to be blocked/sealed at every floor level. [Action: PWD Civil Wing]
  22. Mock drill test of the Fire Fighting System and Fire extinguishers are to be done every fortnight in presence of the Care Taking/ Scavenging personnel, Liftman, Guards etc. In case of hospitals, accessibility of all critical areas by fire tenders/Bronto should be ascertained. [Action: PWD Civil/Elec/F&ES/concerned authority]
  23. All wings of the Department were requested to take necessary follow-up action and submit a plan of action for every important building under their jurisdiction within 7 days. [Action: CE PWD(HQ)/CE(Elec.) to monitor]
