Sub: Visit of State headquarters with prior permission by field officers
It is being observed that Executive Engineers and Superintending Engineers posted in field are frequently visiting the State headquarters for small matters which can be discussed and decided over phone or in very important cases by personal visit to concerned SE’s office/zonal CE’s office.
After the abolition of LOC system with effect from 1/4/2015, all the allotments are being issued online which require no travelling or persuasion at State headquarters. However, it is being observed that field officers are visiting Kolkata on very small issues and without the prior written approval of the controlling officer. Due to such frequent absence of officers from the field, the quality and timely execution of work suffers.
It has been decided, that henceforth, EEs/SEs, posted in the fields, would take prior written approval of zonal Chief Engineers, before they visit State headquarters. In all cases, except scheduled monthly meetings, the prior written approval of zonal Chief Engineers is mandatory.
These directions should be strictly complied with by all concerned.
