NOTIFICATION
In exercise of the powers conferred by section 26 of the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 (25 of 2013) (hereinafter referred to as the said Act), the Governor is pleased hereby to constitute, with immediate effect, the State Monitoring Committee, for the purpose of carrying out the functions under the said Act with the following members, namely:-
(a) the Minister- in- charge, Backward Classes Welfare Department – Chairperson, ex officio;
(b) representative of the National Commission for Scheduled Castes, and Safai Karmacharis-member, ex officio;
(c) nominees of the State Government from the State Legislature belonging to the Scheduled Caste –
(i) Sri Krishna Chandra Santra, M.L.A., Arambagh (SC) AC;
(ii) Sri Gadadhar Hazra, M.L.A., Nanur (SC) AC;
(d) the Director-General of Police – member, ex officio;
(e) the Additional Chief Secretary, Home Department, the Principal Secretary, Panchayat and Rural Development Department, and the Principal Secretary, Municipal Affairs Department;
(f) (i) the Commissioner, Kolkata Municipal Corporation; (ii) the General Manager, Eastern Railway; and (iii) the General Manager, South Eastern Railway;
(g) four social workers from among the organisation working for the prohibition of manual scavenging and rehabilitation of manual scavengers, namely –
(i) Shri Ram Payre Ram, Ex-MLA;
(ii) Smt. Subhra Das, Member of NGO “Maharishi Balmiki Seva Sangha”;
(iii) Rajpal Balmiki – representing the Safai Karmachari Andolan, recognized by the Ministry of Social Justice & Empowerment;
(iv) Smt. Samjhota Balmiki – representing the Safai Karmachari Andolan, recognized by the Ministry of Social Justice & Empowerment;
(h) the Chairperson and Managing Director, United Bank of India or their representative-member, ex officio;
(i) the Principal Secretary, Backward Classes Welfare Department-Member-Secretary, ex officio;
(j) the Director, State Urban Development Agency, Municipal Affairs Department and the Managing Director, West Bengal Scheduled Castes and Scheduled Tribes Development and Finance Corporation.
