Requirement of Residential and Domicile Certificate
In West Bengal, the Permanent Resident Certificate (PRC) is legally recognized as a Local Residence (Domicile) Certificate. It is issued by the State Government under administrative guidelines to certify an individual’s permanent residency for purposes like educational admissions, government scholarships, and employment under state quotas and other purposes.
Eligibility Criteria
To be eligible for a domicile certificate in West Bengal as of 2025, an applicant must meet one of the following conditions:
- Continuous Residence: Residing continuously in West Bengal for at least 10 to 15 years.
- Parental Residency: Candidates whose parents are permanent residents of the state with a permanent home address in West Bengal.
- Marriage: Women who are not originally from the state but are married to a permanent resident of West Bengal.
- Property Ownership: Individuals owning permanent residential property in the state.
Competent Issuing Authorities
The certificate must be signed by authorized officials with local jurisdiction. These include:
- District Administration: District Magistrate (DM), Additional District Magistrate (ADM), Sub-Divisional Officer (SDO).
- Note: Certificates issued by elected representatives (MLAs, MPs, or Municipal Councillors) are not accepted for official domicile verification.
Required Documents
Applicants typically need to provide:
- Identity Proof: Voter ID (EPIC), Aadhaar Card, PAN Card, or Passport.
- Age Proof: Birth Certificate or Class 10 Admit Card/Certificate.
- Proof of Residence: Land deed (parcha), current rent receipts, or utility bills (electricity, water).
- School Certificate: (a) Primary, b) Secondary, c) College
- Current Residential Certificate from Chairman / B.D.O. / Prodhan in original
- Affidavit: A sworn statement confirming permanent residence details and intent to stay.
Application Process
- Online: Residents can apply through the West Bengal e-District Portal by registering and selecting the “Local Residence (Domicile) Certificate” service.
- Offline: Forms can be obtained and submitted at the SDO office, BDO office, or through Tathya-Mitra Kendras (Common Service Centres).
- Cost & Timeline: The service is generally free of charge. Issuance typically takes approximately 7 to 30 working days following verification through the DIB, local Police Station, and local administrative office.

- Step 1: Visit the West Bengal eDistrict website.
- Step 2: Click on the ‘Login/Sign Up’ button and click ‘Register’.
- Step 3: Enter the personal details, login credentials, and OTP and register on the website. Step 4: Log in to the West Bengal eDistrict website.
- Step 5: Click the ‘Local Residence (Domicile) Certificate’ from the list under the ‘Services’ heading.
- Step 6: Click the ‘Apply’ button on the ‘Instructions and Requirements of Domicile Certificate’ page.
- Step 7: Fill out the application form, attach the necessary documents and click the ‘Submit’ button.
- Step 8: Save the application identification number generated after submitting the application form to track the application status.
