ORDER
The West Bengal Freeship Scheme (WBFS) extending the benefit of full and half tuition fee waiver to meritorious students from economically weak backgrounds admitted into undergraduate level engineering and technology courses through Lateral Entry and for the MCA students for the academic year 2014-15 in the Private/ Self-financing Engineering and Technology Institutes in the state has been notified in the last academic year.
Similarly, for the academic session 2015-16, the State Government has decided, to extend the provisions of the West Bengal Freeship Scheme (WBFS) to the students admitted under Lateral Entry and Master of Computer Application (MCA) for Engineering & Technology Institutes.
The conditions are given hereunder:-
(A) For students admitted through JELET-2015
I. Private/ Self-financing Engineering and Technology Institute shall continue to provide full Tuition Fee Waiver (full-freeship) to 10% of the admitted students in proportion to the number of admissions made under the Management Quota category under Lateral Entry.
II. Private/ Self-financing Engineering and Technology Institutes implementing the fees structure as revised by the State Government following the recommendation of the State Level Fee Structure Committee for 2013-2014 and/ or 2014-15 and /or 201516, will provide half freeship to 10% of the students admitted under Lateral entry in each of Engineering/ Pharmacy/ Architecture courses in the academic session 201516 and during the entire course period, subject to the satisfactory academic performance in the institution which would necessarily mean promotion to the next year without being disqualified in any subject.
III. The Government Engineering & Technology Colleges shall provide 10% Full-freeship and 10% Half-freeship to the students admitted under Lateral Entry in 2015-16 academic session.
(B) For the students admitted in Master of Computer Application (MCA) course through JECA-2015
I. Private/ Self-financing Engineering and Technology Institutes shall continue to provide full tuitionfee waiver (TFW) to the students in proportion to the number of admission made under the Management Quota Category.
II. For Government Engineering & Technology College conducting MCA shall continue to provide Tuition Fee Waiver (half and full-freeship) to 10% of the students admitted through JECA-2015.
The applicant students under WBFS for Undergraduate Level Engineering & Technology courses through Lateral Entry have to be admitted through centralized counseling of JELET-2015 and for the applicant students in MCA course have to be admitted through the centralized counseling of JECA-2015. All the applicants for WBFS for both the Lateral Entry and MCA must fulfill the eligibility criteria mentioned hereunder:-
I. Students have to be domicile in the State of West Bengal.
II. Annual family income of the students from all sources must be below Rs. 2.5 lac.
III. For the purpose of determining annual income of the parents/guardian of the applicant students, an officer of the State of West Bengal not below the rank of Block Development Officer in the concerned Block/Sub-division/District or equivalent one belonging to Group- A officers, elsewhere, will be the competent authority to issue Income Certificate to each applicant students.
The Director of Technical Education, West Bengal is entrusted with the implementation and monitoring of the scheme and he shall provide report to the State government at periodic intervals.
