Subject: Payment of Additional Interest against GPF Final Payment claim.

Sir/Madam,

Kindly refer to this Department’s earlier communication No. 049-F(J) dated 21.05.2024 requesting to take careful and effective measures for avoiding the payment of additional interest against GPF Final Payment claim.

In this connection, the Indian Audit and Accounts Department, Accountant General (A & E) West Bengal has again requested this Department to look into the matter so that payment of such additional interest over and above the normal interest can be avoided vide their No. Fund Misc./CH-V/State/2024-25/Out-182 dated 26.12.2024 (copy enclosed).

Therefore, in continuation of this Department’s earlier communication No. 049-F(J) dated 21.05.2024, I am directed further to request you to be so kind as to instruct the DDOs under your jurisdiction for taking careful and effective measures stringently while forwarding aforementioned cases, duly completed in all manners, in prescribed formats as per following checklist in due time so that the payment of such additional interest over and above the normal interest may be avoided.

Checklist.

  1. Application for final payment should be submitted in proper form in due time prescribed by the Government. (Form 10A where the subscriber is alive and Form 10B in case of death of the subscriber).
  2. DDO shall forward the application to AG, WB furnishing statutory certificates viz. drawal/ non-drawal of non-refundable advance, temporary advance, one time lumpsum 90% withdrawal, list of family members, missing credits, last GPF statement and Statement showing GPF deduction since the last GPF Statement to last date of deduction.
  3. A certificate of non-drawal advance/ part final withdrawal drawn by the subscriber from his/her GPF account during the period of only last 12 months immediately preceding the date of his/her quitting service (retirement/ death) mentioned in the concerned form is to be furnished by the head of office/ DDO.

Sir,

As you are aware additional interest for the delayed period has to be paid to the subscribers on account of delay in finalizing of the GPF Final Payment cases as per criteria laid down in Finance Department Memo No. 12310-F dated 22.11.1978 on account of the reasons not directly attributable to the concerned subscriber/ Applicant (e.g. forwarding the case in incomplete shape by HOD/HOO, delay in forwarding the case in this office etc.) which obviously causes unnecessary burden on government exchequer.

During the period from July 2024 to September 2024, it has been found that additional interest amounting to Rs. 15,13,234/- was paid against 15 number of Final Payment cases (Shown in Annexure). Scrutiny revealed that in most of the cases additional interest has to be paid for either of the two reasons mentioned above.

In view of the above, you are requested to look into the matter so that payment of such additional interest over and above the normal interest can be avoided.
