No. 1781-PAR(Genl.)/G8P-39/2023. Dated, Howrah, the 19th December, 2023.
The Governor has been pleased to create additional posts of 20 (twenty) in the rank of Joint Secretary and Additional Secretary under West Bengal Secretariat Service (WBSS) in the following manner vide Memorandum No. 5099-F(P1)/FA/O/2M/46/23(N.B) dt. 31.08.2023 of Finance Department:

2. Due to such creation of posts, the present strength of officers against the said posts are as follows :

Total cadre strength – 40 (forty)
3. The State Government in this Department has felt the necessity to retain the posts in the cadres of Joint Secretary onwards directly under the disposal of this Department so that these officers can be posted in various Departments in the interest of public service. Accordingly, the total 40 (forty) posts as mentioned above are being kept at the disposal of this Department. Instead of distributing these posts among various Departments, these posts will be filled up by Personnel & Administrative Reforms Department as per their requirement with the approval of the competent authority.
4. The charge is debitable to the relevant Heads of Account of the respective Departments from the State Budget to which the officers of the aforestated cadres will be posted.
5. This Notification is issued with the concurrence of Finance Department vide their U.O No. 67-Group P2 dt.04.08.2023, read with U.O No. Group P2/2023-2024/0834 dt. 08.12.2023.
6. Necessary amendment to the provisions of West Bengal Secretariat Service (Cadre and Recruitment) Rules, 2001 will be made in due course.
This notification is issued with the approval of the Cabinet vide No. 726 dt. 10.08.2023 and in partial modification of this Deptt’s earlier Memo No. 115-PAR(Genl) dt. 16.01.2013, so far as the allocation of existing 20 (twenty) posts of Joint Secretary amongst various departments is concerned.
This will take immediate effect.
The Principal Accountant General (A&E), West Bengal and all concerned are hereby being informed.
