PAR Department is mainly engaged in controlling the cadre borne in IAS, WBCS (Executive), West Bengal Secretariat Service, West General Service, West Bengal Assistants & Typists.

Since 2005, there have been many changes in the functioning of the Government requiring modification in Secretarial Procedure. Over time, governance has witnessed a number of reforms. Introduction of e-Office in particular and IT enabled services in general has inculcated changes in office procedure.
These contractually engaged IT personnel shall be given security of engagement upto the age of 60 years. They shall not be terminated except on the grounds as prescribed in No. 9008-F(P) dated 16-09-2011.
Government is hereby pleased to allow 3% yearly enhancement of professional fee/ remuneration of the contractual IT personnel who have come under P&AR Deptt.

Procedure to be followed in connection with private foreign visits of employees of State Government, Semi or Quasi-Government organization including employees of Statutory bodies, Undertakings, Corporations, Companies, Cooperative and Institutions etc.
Issue of ordinary passport to the employees of the State Government, PSU’s, Constitutional bodies, Municipal Corporations, et al – Requirement of Identity Certificate (IC) or No Objection Certificate.
All HoDs shall ensure that under normal circumstances, the proposals be sent to this office at least four weeks prior to the commencement of the period of leave.
‘Administrative Allowances’/ ‘Special Allowances’ for Block Development Officer, Sub-Divisional Officer, Additional District Magistrate is Rs. 1,200/- per month.
