NOTIFICATION
West Bengal Health Scheme (WBHS) had been started with reimbursement mode in the year 2009 with an objective to provide health care services to the employees and pensioners including in-service and retired AIS Officers of Govt. of West Bengal. Later on, another scheme named “West Bengal Health for All Employees and Pensioners Cashless Medical Treatment Scheme, 2014” came into existence in the year 2014 and subsequently the “West Bengal Health Scheme” merged with the new scheme. Private Empanelled Health Care Service Providers are major Stakeholders for implementing the scheme and they provide IPD treatment in cashless mode up to Rupees One Lakh Fifty Thousand and OPD treatment in reimbursement mode as per rate notified by the Finance Department, Govt. of West Bengal.
Earlier, the Government appointed the Director of Directorate of Medical Education (DME), Health and Family Welfare Department, as Arbitrator for resolving dispute between Finance Department, Government of West Bengal and Private Empanelled Health Care Service Providers and vide Clause 15, it was incorporated in the existing Memorandum of Agreement (MOA), made in this regard.
Now, after careful consideration of the matter, the Governor is pleased to appoint West Bengal Clinical Establishment Regulatory Commission (WBCERC) constituted under West Bengal Clinical Establishments (Registration, Regulation and Transparency) Act, 2017, as the arbitrator hereafter under WBHS for resolving disputes regarding West Bengal Health Scheme instead of the Director, Directorate of Medical Education (DME). Accordingly, Clause 15 of the Existing Memorandum of Agreement (MOA) stands modified to that extent.
These issues with the approval of Cabinet Secretariat vide their U.O. No. CAB (D)-518 dated 30.01.2023.
