MEMORANDUM
A number of proposals for awarding different service benefits to certain State Constituted Services of the Government of West Bengal through creation of some additional posts were under active consideration of the Government for sometime past.
2. Now, after careful consideration, the undersigned is directed to say that the Governor has been pleased to decide the following:
A. (I) Creation of 20% additional posts for the following State Constituted Services under different Departments as mentioned in column (3) of the Tables below:

A. (II) Creation of 30 percent (i.e. 7 in number) additional posts in Pay Level 19 in respect of West Bengal Information and Culture Service under Information and Cultural Affairs Department.
B. However, the overall cadre strength of the above-mentioned State Constituted Services shall remain unchanged and the respective Cadre Controlling Authority will make suitable adjustments in cadre schedule.
C. Movement to Pay Level 19, Pay Level 21 and Pay Level 24 for the above-mentioned additional posts shall continue to be governed by the existing provisions applicable to the respective cadres.
D. Number of berths in Pay Level 22 shall be enhanced and filled up in accordance with the provisions of paragraph B) of Finance Department Memorandum No. 5101-F(P1)/FA/O/2M/46/23 (N.B) dated 31.08.2023.
E. Nomenclature of the additional posts so created hereinabove for the identified State Constituted Services shall be as per existing norms.
3. This is issued with the concurrence of Finance Department Group P2 vide their U.O. No. Group P2/2025-2026/1208 Dated 16/02/2026.
4. The State Cabinet has approved the above decisions in its meeting held on 17/02/2026 and communicated vide No. CAB(D)-1470 dated 18-02-2026.
5. Respective Departments shall issue detailed orders immediately for effective implementation of the decisions mentioned above.
