Extension of Post Creation Benefits to Other State Constituted Services

MEMORANDUM

A number of proposals for awarding different service benefits to State Constituted Services of the Government of West Bengal through creation of some additional posts were under active consideration of the Government for sometime past.

2. The State Cabinet in its meeting dated 17.02.2026 has approved creation of additional posts in various Pay Levels in respect of 8 (eight) State Constituted Services as per this Department Memorandum No. 661-F(P1)/FA/O/2M/46/23(N.B) dated 18.02.2026 and creation of additional posts in Pay Level 21 in the West Bengal Secretariat Service as per Memorandum No. 662-F(P1)/FA/O/2M/46/23 (N.B) dated 18.02.2026 subject to the condition that the overall cadre strength of the above-mentioned State Constituted Services shall remain unchanged and the respective Cadre Controlling Authority will make suitable adjustments in cadre schedule.

3. Movement to Pay Levels 19, 21, 22 and 24 in each of the above-mentioned State Constituted Services and designations attached thereto shall be governed by existing norms and Government orders.

4. Finance Department vide U.O. No. Group P2/2025-2026/1208 dated 16.02.2026 agreed to extend similar kind of benefits to other State Constituted Services.

5. Now, after careful consideration, the undersigned is directed to say that the Governor has been pleased to accord approval for extending similar career-related benefits including creation of posts for the State Constituted Services under various administrative departments other than the services mentioned at paragraph 2) above subject to the condition that the overall cadre strength of all such State Constituted Services shall remain unchanged and the respective Cadre Controlling Authority will make suitable adjustments in cadre schedule accordingly.

6. The State Cabinet has approved “in principle” the above decision in its meeting dated 17.02.2026 and communicated vide No. CAB(D)-1470 dated 18-02-2026.

7. The respective Cadre Controlling Authorities in the administrative departments concerned shall issue Notifications for creation of additional posts with stipulated conditions as above within 15 (fifteen) days on observing all due procedures.
