10 Years Benefit of School Teacher

Please advise whether a school teacher will get 10 years benefit if he avail EOL of one year. For example –

Date of Joining – 24.12.2012
EOL taken – 16.12.2015 to 15.12.2016

In this case, he has not taken increment in 01.07.2016. Kindly advise whether he can apply for 10 years benefit on 24.12.2022.
