Friends, you know 1 year Primary Teachers’ Training is not a valid training for the teachers who have joined after a particular date. So the newly appointed teachers,who have one year PTT, do not get the grade-pay for training but teachers who did the PTT in the same year as deputed candidate and need to do the bridge course like the newly appointed teachers have been getting the grade-pay . Is it legal? How can the newly appointed teachers get justice?
N.B: (I had earlier raised the point in this forum and had some discussion too. But unfortunately I cannot remember the topic name so I have created this new topic as I think it is of great importance not only for the newly appointed teachers but also for the teachers who are getting the extra grade-pay. I mean whether the fortunate teachers face any problem in future for over-drawn.

WB (West Bengal) Primary Teacher Requirement 2012-13. From now all candidates those want to become a primary teacher i.e for ‘Class I to V’ or ‘Class VI to VIII’ also know as ‘lower primary’ and ‘upper primary’ teacher respectively in WB state govt. primary schools, have to appear in an exam called WB TET (teachers eligibility Test).
WB Primary Teacher Recruitment exam has been divided into two parts one is for Class I to V and Class VI to VIII teachers.

Friend you may remember that at 2006 there was a decision of the high court that 1 year PTT from non-recognised(NCTE) PTTI is invalid. And the recruitment process was paused. But the teachers who got the training upto the time (irrespective of joining date) already began to get the extra grade pay for their training. There was much happening including tension and worries and finally many fresher candidate got through and joined as primary teachers,who are still now in the “B” category i.e. they do not get facility of their one year training or they are treated as untrained… but the teachers who were deputed in the PTTIs are getting the extra grade pay as usual… though many of them need to undergo “bridge course’ i.e. thier 1 year PTT is not valid. Then how they can get salary for that or why the junior teacher should not get the grade pay if they get?

But I could not relate many things with the notification. I did not see any thing that say any thing about “upper primary”.(though it is clearly told in NCTE norms and also followed by central TET). besides till now there is no separate existence (for the purpose of appointment) of upper primary in west bengal. The upper primary teachers are recruited through SSC. Is there any change following the guideline of NCTE? You said about WB state govt. school. is there any notification for state govt. school?
Please clear the doubt to give a better conception of t e latest up dates and I am expecting your comments regarding the matter I have discussed in the opening post of the topic.

I do not have in-depth knowledge of the above subject. I can only remember that there was much hue and cry over the issue. Several protests were organised in different parts of the State.
Anyway, in response to your personal request I may assess the situation and express my views on the matter. In contrast to the attitude shown to the Pvt. candidates the Govt. took the discriminatory step to protect the deputationists probably due to the fact that such teachers were already in service in Primary Schools and took 1 year PTTI course and 1 year bridge course on the RECOMMENDATION of the Board (!). Otherwise, such recommendation and training course would have no value. In that case the Board (!) may be alleged for misuse of Human Resources, misuse of Govt. money and, wastage of time – all done at the cost of academic interests of the schools. So, it seems to be a face-saving exercise. For Pvt. candidates, Board has no liabilities and, so different treatment!

Yes I agree there is no fault at that teacher’s end its a complete failure of the govt. Besides there were fresher candidates who got the PTT from govt. institution, then why should they not get the same facility(when they become teachers with out the bridge course) like the said in-service ones. How firm is the govt stand legally in this respect?

That is my question. You know the one year PTT is not valid according to NCTE norms and so they need to do one year bridge course. As soon as they comlpeted their one year PTT, they began to get the extra grade-pay. But when the Court orders the degree invalid, the fresher candidate go into trouble but they continue to get the benefit of the degree, besides, some of them even got promotion on the basis of their PTT (even after the court judgement).

I am really surprised! The fresh teachers who do not get the benefit of PTTI may move the Court for legal justice by referring to the cases of in-service teachers who are otherwise ELIGIBLE to get monetary benefit and/or promotion also. -
