Thanks for helping Nabonita, I should have re checked ‘Section V’ and particularly 4.138. thoroughly, before posting my queries here, however since, it is very first time I am using WBTR, though it is not directly connected to my job entrusted, as well as lack of knowledge, and misguiding by most of the dealing staffs, apathy towards guidance by the concerned officials that is the reason of such overlooking.
