if a female teacher in maternity leave can get noc for general transfer.
My h.m. Told that she have to join to get that.
What is the rule regarding this?

It seems there is no specific clause in the concerned law. If she is not in condition to join please contact with the school with an authorization letter attached with a proof of relational identity. If hazards occurs,contact with the concerned DI (law section). the problem must be solved.
