One year ago it had been announced that all the employees of W.B. Govt will get their A/C slip online i.e w.e.f 1st July,2011. But still why it is not effective?

I also agree with you. But sorry to say A major portion of our various department give us a lot of words. but they do not implement in time. Just like as budge Speech.What can we do for that friend? Please wait and see some time otherwise write from the deferent corner. with thanks.
