    An employee of Government of West Bengal was inflicted punishment by way of withholding of one increment of the pay for i year without affecting his future benefit under recommendation of the PSC,WB under Rule 8 of the WB CCA Rules 1971 after 5 years of departmental proceeding. The order of punishment was issued in the name of Governor and under the signature of the Home Secretary. Please enlighten me that who can now be the Appellate Authority against the order of the Governor in the matter of Appeal by the employee where the punishment order has himself been issued by the Governor? Is there any guideline of the Government of West Bengal or any specific G.O regarding the Appellate Authority in such cases where the Disciplinary Authority is the Governor himself? Whether the Appellate Authority can enhance the quantum of punishment while considering such Appeal? Kindly provide the reference of the relevant order, if any. Thanks.
