I am sanskrit teacher in pass category in secondary school and in DISE my name is as upper primary teacher. Am I eligible for regular B.Ed in 2013?

According to circular no ON DUTY for HEAD MASTER. But if HEAD MASTER take 6 or 7 ON DUTY and reach school after 12 noon for 7 0r 8 days on record in every month then is there any punishment for HEAD MASTER ?

If one teacher attend school at appointed hour but compelled to leave school at 3pm,i.e.,before close of the school hour,by informing HM the emergency in the house.In this situation what will be the decision according to the current circular?
