    My father is a school teacher. He was appointed by Managing Committee in 1974. His joining date was 1.5.1974. After 2 months (2.7.1974) the concerned authority (department of education) had approved this joining date (1.5.1974). Now, at the time of filling up the New ‘Teachers information Sheet’ , he faces a problem whether it is the approval letter’s memo no and the date (2.7.1974) or not. Should I treat this approval letter of Govt. as appointment letter? Is there any process to get new appointment letter as it is missing? I’m really confused. please help me.

    New appointment letter can not be retrieved from the dept. of education. In this case the approval of joining letter may be considered for filling up the TIS.

    So,will i put the memo no. and the date of approval letter which is issued after 2 months of joining date, in place of appointment letter no and date of TIS?will he face any problem at the time of retirement and getting pension?

    The joining date should not be altered. But in place of appointment letter memo & date, the joining letter memo & date may be recorded. Then I think no problem will arise in future.

    if the department demands the memo no of appointment letter then what should i do?

    Why do not you you make a G.D entry in the local police station regarding missing of the appointment letter and apply for a certified copy or duplicate of the same? The School must be having a record of that and you should get it. If not you can file an RTI application to get a copy of the same seeking information about the date of appointment of your father and the copy of the appointment letter in proof of the information supplied.

    I am not a teacher. So, my query is whether entry of reference no. of the appointment letter and its date in TIS is manadatory! It is a very old case b(year 1974) and the document might have been lost/ damaged by any means. This is quite obvious. The question of lodging GD in police station arises when it is lost/misplaced. But, what else if it is totally damaged/destroyed! I think that date of appointment and refrence of approval letter are enough for the record to be relied upon. An appointment letter is nothing but the offer of appointment, containing certain terms and conditions laid before you for negotiation/contract with the employer. The incumbent has every liberty to accept or refuse the offer subject to his level of satisfaction with the said terms and conditions. If satisfied, he/she may accept the offer and report for duty to the employer along with a joining letter and copies of required credentials. The main official procedure starts from this point onwards. IF EMPLOYER IS SATISFIED with the authenticity of the credentials then only the appointment will be approved and PAY BE REGULARISED. So, from this point of view approval order is the main document a copy of which is pasted in Service Book along with necessary entry for future record (and not the copy of appointment letter which is merely an offer and nothing else). Pls note approval order has statutory power to REGULARISE PAY which is of prime importance.
