Dear friends of AskWB forum,
Let me explain the Appointment / Recruitment & Promotion Policy for General and Reserved candidates of West Bengal Government employees.
I have listen about something like 100 point roster / 50 point roster for promotion – what are those?

Yes, the same is happening in West Bengal at least in Police Department. If a SC/ST candidate is eligible according to 50 point roster (which shows as to which serial number of the vacancy is reserved for which caste or tribe) and falls between the zone of consideration against the vacancies at the ratio of 1:5 then the SC/ST candidate would be given promotion at all stages as per reservation rules. However, if there is only 1 vacancy that will not draw the rule of reservation because there will be no reservation for 1 vacancy, if it is not carried forward from the eralier recruitment due to unsuitable SC/ST candidate.August 31, 2012 at 5:36 pm #73888AnonymousInactiveRe: Appointment/Recruitment & Promotion Policy for WBG emplo

As far as I know 100 point roster is meant for appointment and 50 point for promotion. The reservation is not same on both the roster.
For promotional purpose the total reservation is 28% and the same is as follows:-
1. S.C. : 22%
2. S.T. : 6%

100 point roster is provided for direct recruitment vide Section 4(1) and Scehdule -I of Govt. of WB, Legislative Deptt., NOTIFICATION No. 1079-L, dated the 5th May 1976 (West Bengal Act XXVII of 1976) read with Govt. of WB, BCWD Notification No. 6316 – BCW / MR-84 / 10, dated Kolkata, the 24th September, 2010.

I have joined at West Bengal Pollution Control Board on 21/11/2005 after written test and interview as Asst. Environmental Engineer (8000-275-13500)..After competitive examination, they had made a merit list of 31 candidates. They took ten candidates from the list for appointment that includes 7 UR, 2 SC and 1 ST. After joining, five candidates left the job. The authority had offered appointment to the waiting list candidates. They joined on or after September 2006. Now the authority has published a gradation list of Asst. Environmental Engineer on 06/12/12. It was found from the gradation list that the ST candidate who had joined on 21/11/2005, is junior to the SC candidates who had joined the organization on or after April 2007(He got chance only after resignation of the candidates who joined on 21/11/05). For your kind information that in the merit list that SC candidates was before the ST candidate.Similar things happened to the SC candidates over General candidates.
Please help whether the authority had taken write decision or not. -
