Now, in context of your question I request you to cite a case where ONLY HM is authorised to issue character certificate! Give a real example of such compelling situation and, no arbitrary case!

I have also seen the same decision taken by most officers (!) as regards attestation of documents of their children, relatives etc. They want to avoid dispute, if occurs any! I have never found any G.O. restricting them to attest own documents. In some cases self-attestation of documents is also permitted. No need to become a Gazetted or Gr-A officer in such cases. In my 2nd UPSC selection, I myself attested all my documents under my office seal. UPSC did not raise any objection! UPSC Officials verified all the original documents just before interview and became satisfied with the genuineness! No objection – no confusion – no problem! I followed same approach in few other cases also – no objection ever raised by anybody!
Why can’t a Gr-A / Gazetted officer make attestation of own/family documents? Here NO new documents are created by him. He only testifies to the existence of original documents as the original ones cannot be submitted along with application forms. Attested documents only act as references of original documents. There is scope for Authority to verify the original documents in subsequent stages and thus, the genuine existence of the original documents is validated. But, this scope is not there with character certificate when the officer CREATES the documents in favour of his siblings – so scope of nepotism is there!December 1, 2012 at 11:34 am #75752AnonymousInactiveCharacter certificate cannot be issued by any official of blood relation because of chance of nepotism!
@donyi_polo: I cant recollect but I faced some situation when I had to obtain a character certificate only from my H.M. I shall inform you as soon as I find that document. Meanwhile can you please place any document in support your comment that character certificate cant be issued by any Official having blood relation? I have one more question. Who can issue the character certificate of a student else the H.M.?

In case of his own son (student) in same School what happens I don’t know. -
