Benefit on voluntary retirement after 13 yrs of service

To everyone who knows about the matter,
If someone after 13 years of service wants to take voluntary retirement then is it possible ? (as far my knowledge goes one has to complete minimum 20 yrs of service to take voluntary retirement. Is there any change in this ROPA.)
If possible then what procedure he/she has to follow for the said retirement ?
What amount of pension, gratuity and other benefit he/she will receive ?
If possible pls provide the answer within 22nd May, 2013.
Thanks in adv. to all.He will not get his PENSION.
He may be allowed his Gratuity as the following formula:-
15 days salary for every 6 months qualifying service.
OR,
Last Basic Pay x 12 ( above 5 years to below 20 years of service)sir,what is the eligibility of getting pension?is it minimum 10 yrs of service?
If possible then what procedure he/she has to follow for the said retirement ?
What amount of pension, gratuity and other benefit he/she will receive ?I need to know the G.O for receiving gratuity before completion of 20 yrs service ? What is the min. service period for part pension, full pension I know is 20 yrs.
