the salary of forest deptt. was being disbursed by the Office Heads ( not through Treasury) till Feb. 2012. for all income tax deductions made therein, and schedules sent to Accountant General, who will issue the BIN Number, without which, the 4th Quarterly IT returns have been held up.
As far I know that the BIN ( Book Identification ) includes (i) Receipt Number,(ii) DDO Serial No. and (iii) Date (DD/MM/YYYY). And this No.is available from the concerned Treasury.
