    if in some case head master is absent from school, can the assistant head master sign on the salary requisition bill?

    Ok, as for the duties and responsibilities of AHM no specific clarification has been issued as yet. But as you have asked whether AHM can sign the salary bill in absence of HM, I should tell you that he can do that with due prior permission of the HM and and if an MC resolution is adopted in his favour to be the TIC in the absence of HM. But also the entire procedure has to be presided over by the President of the MC as he is the supreme authority in absence of the HM.     You will find that there is no place to sign as the President. OSMS does yet not been changed to President in the place of Secretary. Now the HM & Secretary are in a single post, so it should be changed immediately.

    Now, the H.M.s make a seal (Headmaster & Secretary). They (only HM) sealed and signed on generated requisition sheet(s). Because most of the schools, there is no good relation between the President vs. HM. Besides this, the D.I.(s) are also do not force to the HM to sign the President as there is no scope of a President. Again, the president(s) also deny to sign at the place of Secretary/Administrator. The School Education Department most probably not interested to change the name Secretary/Administrator by President. Thus we are going on.
