Thank you very much sir for elaborating the matter so nicely, But after having gone through your reply i just realized that my knowledge about the fixation and CAS etc. is very poor, and i need to update myself, so if kindly guide me to be expert on fixation and CAS related matter which books should i consult, or how should i improve my knowledge about fixation and CAS etc.

Don’t worry. There is a authentic book (made easy ) containing a lot of illustrations on pay fixation for central govt. employees. Popularly known as SWAMY’S REFERENCE BOOK – containing all the rules and G.O.s of Central Govt. and being certified by the Ministry of Finance. No matter whether it is for central/ state employees. Rules are almost same, including the languages! Actually all the master rules (related to pay, pension, leave, HRA etc.) are created by the Centre, which are in subsequent stages, adopted by the states with some minor (!) changes as per their requirement. I know because I have seen and compared. You call it Rule 42A for fixation on promotion, we call FR 22 I(a)(1). It is CAS (now MCAS) to you, we call it ACP ( now MACP) (Modified Assured Career Progression) ……………

Can you please described the matter of Rule 42A(1) elaborately with some examples? I went through some old service books in my office and seen that there were two increments allowed to an employee in the same scale on completion of 25 years of service mentioning that Rule. Whereas he was moved to next higher scale on completion of 16 years service. It will be much helpful to me if you kindly make it clear with examples. Thanks in advance.

What is there in Rule 42A(1) in old rule books (and not service books) – what changes have been made in that rule after implementation of the 5th Pay Commission’s recommendations.Probably there is a difference in the application of 42A in cases of Group-A and non Group-A employees in state govt. employ! Thank you once again for providing me such valuable information, and i had replied yesterday but dont know why is was not reflected, anyway Sir, i want to know in details about fixation and CAS benefits etc, so please guide me, what should i do for that.

Can you pls describe what have you seen in the old Service Books of the employees in your office! Pls indicate scales and the manner of fixation done on the dates of CAS benefits, increments granted etc.September 26, 2012 at 12:27 pm #74479AnonymousInactiveWill do at the earliest. According to your reply i communicated my boss that he would not get CAS of 8 years, then on inquiry he intimated me that all his colleagues got the 8 years CAS benefit and in this regard his submission is, he has been appointed to that higher post, and not promoted so he is entitled to get the benefit,
Please give your valuable suggestions.

From my point of view, unless its a fresh appointment, he will not be entitled to get the benefit. As my knowledge in this regard is very few, I am requesting other members to help you.

Its better to consult with your treasury officer regarding this matter.
