Actually the matter is unusual. Promotion without any financial benefit, should not affect next career advancement. I have seen in our department Group D staffs joined as Night Guard, promoted to peon without any financial benefit, got CAS. Please provide me some time. I shall try to find if there any Govt order on this aspect.
Sorry, there is no such book I can recommend you. Anyway you may learn that by taking help of the members by way of discussion.
CAS benefit & Promotion without scale change
Before 7 yrs, a person had joined in a post of Dy Director in the deptt of Micro & SSE, Govt of West Bengal. Now he is getting the promotion in the post of Jt Director. But the scale of Jt Director is same as the scale of Dy Director, in this Deptt. As he is not getting any financial benefit in this promotion, will he get CAS benefit after 1 yr of getting the Jt Director promotion, i.e. after 8 yrs from joining in the Deptt as Dy Director, will he get CAS benefit? Pl clarify it with document of rules? its urgent………..

Dear Som, I think that, logically he should get the CAS benefit as he is not getting financial benefit in Jt Director promotion (Though the responsibility is higher in Jt Director post but the Scale of Dy Director & Jt Director is same here). But I want to know the clear rule. I had gone through that memorandum/circular earlier. Still, I am not clear…………… pl make your comment and mention the part of that memorandum/circular by which your views can be justified…………. its very urgent, friend……….. thanks……..

no, he will n’t get any promotional increment…………. the scale of Dy Director as well as Jt Director is Rs 10,000-………. same………….. Therefore I have clearly mentioned in the subject “CAS benefit & promotion without scale change”………..
@ sourav dutta: Please specify whether the person joined the Dy. Director post on direct recruitment basis, through open competitive exam or he was promoted/transfered from some other post. Also your comment, “the scale of Dy Director as well as Jt Director is Rs 10,000-” is not clear to me. Do you mean Basic pay or Grade pay? After last pay commission, I believe, there is not any well defined pay scale as such. You know, Band Pay, Grade Pay concept has come. So please give some more details to make us understand the actual scenario.

@ kayshikr: yes, the person had joined the Dy. Director post on direct recruitment basis, through open competitive exam (PSC/ General Services). he was not a promotee or he did not come in Dy Director post, transferring from some other post. the starting basic pay as well as grade pay of Dy Director is same as starting basic pay as well as grade pay of Jt Director. I mean, if a person will join in Dy Director post in direct recruitment basis in this department, he will get same basic pay and also grade pay like an other person who will join in Jt Director post in direct recruitment basis……………. and, when the 1 st person will be promoted to the Jt Director post 7 yrs after joining his service (in the post of Dy Director), he will not get a single paisa financial benefit, like basic enhancement/grade pay enhancement/ fixation etc………….. its clear to me also…………… but question is this , after 1 yr of service in Jt Director post, i.e. after 8 yrs of service from joining, will he get CAS benefit or not……………..i think, he will get……………because, in the Jt Director promotion he will not get any financial benefit………………. but some peoples are telling that though he will not get any financial benefit in Jt Director promotion, but as officially its called ‘promotion’ due to responsibility and power enhancement, so he will get CAS benefit 8 yrs after Jt Director promotion……………….. this is a new case in the department………….because, earlier nobody could get Jt Director promotion departmentally before 10 yrs of service in Dy Director post. so they could get CAS benefit after 8 yrs of service in Dy Director post and thereafter (2 yrs later) they could be promoted to Jt Director post……………… only now the system has been changed and a person can get Jt Director promotion 6/7 yrs after his joining in the post of Dy Director…………….so, the clarification is needed badly as soon as possible………………….

@ Som, can you please mention your department address so that from there the order/clarification of getting their CAS benefit can be taken……………? besides, please search the order as you said…….one more thing, i had mentioned that there will be no financial benefit there in the promotion…………. ……but, though there will not be any band pay/ grade pay change but a 3% promotional increment will be there, in this promotion…….pl, take it in consideration………..but, for the 3% increment (promotional increment) only, i think CAS benefit of getting next higher Band pay/Grade pay should not be void…………….pl clarify…………………in your department the persons who went to peon post, did they get normal 3% increment (promotional increment) and then also got CAS benefit?…………i think, yes……..still give your information and views also……..can you send me a mail mentioning your mobile no to souravdutta68@rediffmail.com? …………it will be helpful to talk directly also……thanks…………
