    it would have been better if the following changes in wbhs were made.
    1.treatment at speciality hospitals outside the state were permitted without permissions from deptt secretary,health scheme authority et al;
    2.dealing assistants at treasury to be trainred properly.they show much high-handedness without being conversent with rules of wbhs;
    3.more o.p.d diseases are brought under coverage of wbhs;
    4.getting advance for critical diseases be made a bit easier.
