Fixation of pay in revised scale with effect from the date of appointment after 01.01.2006 is done only for fresh entrants in school service through SSC after 01.01.2006, in terms of Rule 8 of ROPA,2009. For the teachers like mbhunia who joined school service before 01.01.2006 and, joined another school through SSC after 01.01.2006 with benefits of past service, shall have initial pay fixed in revised scale with effect from 01.01.2006 as per Rule-7.

The Memo No. 950-F(P) dtd the 4th Feb.,2011 issued by the state govt. is related to the change of option for date of fixation of pay on promotion to higher scale. It is not applicable to mbhunia who has changed job from one school to another. It is a different case. His initial pay in revised pay scale under ROPA,2009 shall always be fixed w.e.f. 01.01.2006. He has no such option as he has not been promoted to higher scale in the same school.

In your reply dated, sept.16,2012 you had mentioned that the OPTION of ROPA–09(which is already signed by the D.I) may be changed through the G.O.( G.O. No.535/JS/II/SE dt. 28/11/2007 para ‘B’). If possible kindly upload/post it. It is urgent to me. Thanks in advance.
