    Returning from Leave on medical ground depends upon medical certificate. You cannot join before the date being declared fit to resume your duty. Now if you get yourself fit on 16th, you will not be entitled to suffix 14th and 15th as you were unfit those days. The sense of prefixing and suffixing is that you were ready to perform your duty but could not do that due to holiday. I hope its clear to you now.

    Sorry, I could not find the provision of advance medical leave for primary teachers.

    If your Doctor mentioned in your medical certificate that you were in medical ground from 06/08/2012 to 13/10/2012, then there is no problem to enjoy the 14th (Sunday) and 15th (Mahalaya)October’s holidays .I hope,you have joined on 16th day of October.
    OR, Say, you have joined on 18th October, and according to your medical certificate you enjoy medical leave from 06/08/2012 to 13/10/2012. 14th (Sunday) and 15th (Mahalaya) were holidays. You have joined on 18th October, then the leave of 16th and 17th will be treat as half pay leave or commuted leave.
    **** You will say your S.I.that the holidays may affix or prefix with medical leave-Boards Memo No. S/221 DT.30/08/2010.

    Yes i have joined on 16/10/2012.
    So i will take medical certificate from 06/08/2012 to 13/10/2012.

    Dear friends
    I’m graduate teacher (B.Sc pass ) joined in 1999 through SSC. but by the time of my joining I had completed my Honors degree ( chemistry). Now I did my M.Sc from Nalanda Open University without permission of DI but from MC. what kind of leave I should get for the absence during my examination?

    @rabi: Friend, you will not get any study leave so your leave may be casual leave(if the total days of continuous absence from school do not exceed 7 days) or commuted leave or half average pay leave or leave without pay- depending on availability of leave in your account.

    There is no provision to deposit ‘ commuted leave’ in the service book of an incumbent.There is a column for half average pay. In our service book, we earned 15 days of medical leave and 15 days of HAP(Half Average Pay) after the 1st year. Similarly we earned 60 days of medical leave and 60 days of HAP after the 4th year. But in our service book , we earned 75 days of medical leave and 60 days of HAP after the 5th year. That means medical leave credited 365 days in whole service year, but the HAP leave is credited 60 days.
    Now it is known that 2 days of HAP = 1 day of commuted live. We don’t enjoy more then 365 days of medical leave in our service life but there is no days bar to enjoy HAPL if there is credited sufficient number of days.
    For example,
    An incumbent took 20 days of HAP after the completion 4th years of service. Then his balance of HAP will be (15 X 4)-20=40 days.For the next year the balance will be 40 + 15 = 55, and next year it will be 60 in the place of 70 (55+15 = 70). Now the incumbent takes 30 days of HAP, then the balance will be 60-30 = 30. Next year it will credit 30 +15 = 45.
    An incumbent can enjoy 30 days of COMMUTED LEAVE in his all service life (60/2=30) with full pay.
    In case of HAP ,the SALARY for 15 days of September, will as followed:-
    suppose Rs.20000/- is B.P. of an incumbent.
    a) Half of Basic Pay= Rs.10000/- (b) 45% of D.A. of this calculated Basic Pay= Rs. 4500/-(c) 15% of H.R.A. on full Basic pay = Rs.3000/- (d) Rs.300 Medical allowance . Total Salary for this month =Rs. 17800/
    September is 30 DAYS. So ,the HAP for 15 days will be 17800/30 x 15days = 8900/-
    Both half average pay and commuted leave can be suffix, prefix as well as medical leave. Commuted leave can enjoy only there is no medical leave in balance. But half average pay leave can enjoy in medical ground or personal needs although there is sufficient medical leave in account. This leave is sanctioned by the S/A.

    I have enjoyed 30 commuted leave during my service span from 3.9.2010 to till now.can i get more HAPL after the completion of next years…??

    But H.M refuse to allow more HAPL because 30 commuted leave was taken by me against 60 HAPL.But two years has left and again 30 HAPL is credited in my account.can i use that as HAPL not as COMMUTED?

    @Nilanjan Ghosh Your HM is right. An incumbent is supposed to enjoy a maximum of 60 days of HAPL in his/her service life and you have consumed all those in the form of 30 days’ of Commuted Leaves.
