Dear Sir,
I am Luxury Taxi Driver and I have received a Luxury Taxi on Lease basis for duty to Office Duty under the Govt. of W.B. in Health Department Daily Basis Rate @ Rs.445/ Day Mobile rate Rs.160/ Lt. Diesel 12 Km/Lt. and Grange distance 10 KM. Now I would like draw your kind attention that our duty will be held 20 Days/ Month. i.e. Rental Income will be Rs. 8,900/- and other expenses is actual reimbursement. from this Rental Income I have to Pay Road Tax Rs.2790/Qrt. Insurance Rs.12,000/ Yly. CF Rs.3000/ Yly. and Regular maintenance cost and Lease rent of my Car Rs. 3,000/ Month. from the above my Monthly recurring Expenses is arise as Rs.5,180/- so effective cost per day is Rs259/- that expenses will have to bear by me from Rental Income so Effective Rental Income Per Day is Rs.186/- so my Net Income is Rs.3,720/ Month. and from this Income I have to Maintained my family with the inflation price of essential commodities . is it Possible to continue the life ? you can say somebody is running their business smoothly . may be ! but i can not understand how the people is running their Business . this is the real facts, which i would like to intimated to our Honorable Ministry of Govt. of West Bengal . please THINK SOME THING AND DO SOME THINGS FOR USJanuary 28, 2013 at 9:30 am #62911WBXPress TeamKeymasterWill you please post it under Grievance section of https://wbxpress.com/forums/, so that we can discuss. I have already gone in our panchyat form 3-4 days ,but they are not given my birth certificated,(but it is possible to make birth certificate in kolkata municipal for there under district people so, why not it possible to make my birth certificated form our panchyat or sonarpur municipal office )
(they are trying to mean we people ,who had born in panchyat and don’t have birth certificate ,that kind of people can’t make there birth certificate in his/her whole life)
(i have all kind of proof-admit of madhyamic exam,reason card,pan card,parents documents,approval of court(a pit-opit)
It’s my only request to you that i need your help for making my birth certificate,please help me (then i will ever grateful to you)April 23, 2013 at 5:41 pm #62913AnonymousInactiveI am an OBC candidate and I was issued the 1st OBC Certificate of Non-Creamy Layer in 2003 based on my fathers income & official level in a Central Public Sector Undertaking.
Now, I have been successful in cracking the IBPS – CWE – II PO/ MT and have been allotted a provisional selection for joining in Allahabad Bank and have been asked to submit a format/ renewal OBC Certificate (Non-Creamy Layer) for which I am eligible as per Sl. No.7 of Office Memorandum No.36033 /5 /2004 – Estt.(SCT), dtd.14th October, 2004 issued by DOP&T, Govt. of India which includes:-
” If the father is directly recruited Class III/ Group C or Class IV/ Group D employee and he gets into Class I/ Group A at the age of 40 or earlier, his sons and daughters shall not be treated to be falling in creamy layer”.
Thus this ultimately means that similar candidate will be treated as belonging to Non-Creamy Layer and is eligible to be considered against vacancies reserved for OBCs.
Accordingly, I applied for issue of a format/ renewal OBC Certificate (Non-Creamy Layer) to the concerned authority ( Sub-Divisional Officer, Durgapur, Distt. Burdwan, West Bengal ) along with all documents since my father was directly inducted in a Central Public sector Undertaking in a Class III/ Group C and was promoted to Class I/ Group A post at the age of 38 years, 11 months and 24 days, which implies that I do not fall in Creamy layer as per Sl. No.7 of Office Memorandum No.36033 /5 /2004 – Estt.(SCT), dtd.14th October, 2004 issued by DOP&T, Govt. of India and thus I fall in OBC ( Non-Creamy Layer ) but at the final moment of issuing the said format/ renewal OBC Certificate (Non-Creamy Layer), the concerned official of the office of the Sub-Divisional Officer, Durgapur, Distt. Burdwan, West Bengal, turned down my application vide Sl. No.14 (a) of Memorandum No.1464-BCW/MR-59/10, dtd.30th April, 2010 issued by the Principal Secretary, , Backward Classes Welfare Deptt., Govt. of West Bengal ( Copy attached herewith ), showing the reason that no similar description as mentioned in Sl. No.7 of Office Memorandum No.36033 /5 /2004 – Estt.(SCT), dtd.14th October, 2004 issued by DOP&T, Govt. of India has been mentioned in this latest circular issued by the Govt. of West Bengal, declaring me un-eligible for issue of format/ renewal OBC Certificate (Non-Creamy Layer).
Now, my question is since there is no straight-cut eligibility mentioned in Memorandum No.1464-BCW/MR-59/10, dtd.30th April, 2010 issued by the Principal Secretary, , Backward Classes Welfare Deptt., Govt. of West Bengal regarding the parents who have been directly recruited to Class III/ Group C or Class IV/ Group D employee and he/ she gets into Class I/ Group A at the age of 40 or earlier, am I eligible to fall in OBC Certificate (Non-Creamy Layer) or not.
It will be of great help for me if you can guide me in this aspect at the earliest, since I have very little margin of time to submit the same to the Bank authorities and it a question of my carrier and missing a golden opportunity. Also, please refer me recent/ latest Circular issued in this respect ( i.e, creamy layer ) if any by the Govt. of India, if any specially after 30th April, 2010 which supersedes the Memorandum No.1464-BCW/MR-59/10, dtd.30th April, 2010 issued by the Principal Secretary, , Backward Classes Welfare Deptt., Govt. of West Bengal. Thus, I am being denied of getting issued the required format/renewal OBC(Non-Creamy layer) certificate by the Sub-divisional officer, Durgapur and being deprived of my legitimate right of getting the reservation facility illegally for getting the job of Allahabad Bank.

All the financer and banks repossess their vehicle from defaulter and sell the same by arranging auction through their agent on “As and where is basis” without doing the compliance of FORM 36 and FORM 37 as per Motor Vehicle Act. The Person who purchase the same can neither become a recorded owner nor he can sell the same. Reserve Bank D.N.B.S dept as well as Ministry of Transport is well aware with all these matter but silent .A bank or Financer cannot sell their repossessed vehicle without recording their name under R.T.O as Recorded Owner but not Hypothecator. I have lost all which I had earned in my life and I have approached both Reserve Bank as well as ministry of Transport but result is nil as yet.
Please look into my complaint seriously and do the needful if I am correct as why an innocent people even after paying full amount cannot become a recorded owner and cannot sell .I do not know what to do with these vehicle as neither I Can release the same on road nor I can sell .I have also approached Commissioner of Kolkata police as well as New Market P.S as such type of auction is always arranged in Hotel Green Inn which falls under the Jurisdiction of Kolkata Police (New Market P.S).

I am Arpan Sarkar, proprietor of Omega ITES Solutions. We were selected as L1 bidder for UDISE data entry work at SSM south 24 parganas. We have completed the data entry work and post work error correction work. But during and after the work we have experienced insulting behavior from SSM south 24 parganas. A part of data entry work was done by the DEO of district office. A lots of errors were committed by them also. SSM south 24 pagans wanted these errors to be rectified by us. For this reason they reputedly created problem in our work. And at last when all the work and error rectification was completed and when we submitted the error sheet marking the errors which are committed by DEO od district office, then they are informing us that our work is not satisfactory and they will blacklist us. We pleaded help from DPO of SSM south 24 parganas also regarding the same. But he don’t wanted to listen to our words. Now they are threatening us for blacklisting us and blocking our payment. We have evidence of this incident. We are describing the issues here. Please help us regarding the same. We are helpless , we don’t know what to do now.
We have completed the data entry work and after completion of data entry work, we have requested persons of MIS cell to provide us the error reports. They provided us the reports in printed format. But as data entry of some of circles was done by data entry operators of district office, so wanted to identify the UDISE numbers whose data entry work was done by DEO of district office. But it was hard to identify those UDISE numbers from printed copy.
So, we requested for PDF format, as Mr Prabir of mis cell was unable to provide us the data in pdf format so we have shown him the process of providing the same. And he provided us the error report in pdf format that time in pen drive. Using those PDF files we have converted the pdf files in excel. And from the excel files it was easy for us to identify the UDISE numbers whose data entry was done by district office DEO.
After completing the rectification again, Mr Prabir babu provided us some error sheets in printed format. We have requested him to provide us the sheets in pdf format, and email us the error report. But he denied to provide us any of these. As email communication can be treated as official document, so he denied to send us any mail of the error reports. And as from soft copy it is easy to find out the UDISE numbers whose data entry is done by DEO, so intentionally he denied to provide us the soft copy. If he can provide us the printed copy, then what was his problem in providing us the hard copy? That we don’t know.
When we verified the hard copy, we have found out most of the error of that error sheets was committed by DEO of district office. WE have marked those error s and requested Mr Prabir babu to take necessary steps for rectifying these errors which are committed by DEO of district office. But when again he provided us the error report in printed format, then also we have found 90% of errors was done by DEO of division office. That time also we have asked him to provide us an official copy of error report by email. But that time also he denied to provide us the same. May be that was because he don’t wanted to keep any evidence. Even he denied to provide us any copy of error correction sheet after completing the rectification work by us. It don’t need any technical knowledge to understand that it takes less amount of time to identify a number from soft copy then identify a number from a printed records.
As we understand that persons of MIS cell will not provide us any copy after completion of rectification work. So, we kept the pictures of the error correction sheet of second phase. From there one can easily identify that most of the errors of the sheets was committed by DEO of district office.
Again in third phase also, persons of MIS cell have provided us some error sheets, we have verified these sheets and in four sheets we have found only 1 error of us and rest of these errors were committed by DEO of division office. As we know that MIS cell will not provide us any copy of the same, so we have kept pictures of the same.
If every time we need to search from a sheet where most of the errors are committed by DEO, then it became production loss for us. As MIS cell claimed that it is easier to identify numbers from printed sheets and they know the UDISE numbers whose data entry is done by DEO of district office, so we requested them to mark the errors which are done by us. But they denied to do the same. As after error correction we have submitted the sheets where the UDISE number whose data entry was done by DEO of district office, so as an alternative way we have asked MIS cell to recheck the errors which are corrected by us, and if any errors exists then also, then marked those errors and we will rectify the same. But they ware to agree to do any one of these.
On last Friday, We have shown these sheets and evidence to DPO of SSM south 24 pargans, discuss these issues with him. And requested him to help us in this process. But he doesn’t want to listen to our request. Previously several times they have misguided us regarding error corrections. So, repeatedly we have requested to provide us official copy of error report but for some unknown reason we have not yet received any official copy of error report.
On last Friday even after so much difficulty we ware agreed to recheck the error sheets again. But DPO and MIS cell told us that we don’t need to do error correction again. As most of the remaining errors ware done by DEO of district office so they will rectify these errors by the DEO of district office. We have requested them several times to provide us those error reports. But they were not agreed to do so.
As DPO and MIS cell informed us that we don’t need to correct errors again, that’s why we have withdrawn the systems from DM office. And that was happened on presence of DPO and persons of MIS cell. We have all the evidence of these incidents. But yesterday they mailed us, with a copy signed by DPO, stating that , they will black list us and forfit our EMD , because as per them work was not satisfactory and they claimed that we have withdrawn the system from DM office premises without their knowledge. Every day someone from MIS cell close the door where we do the data entry work. But for some unknown reason he did not noticed this incident on Friday and noticed this incident on Monday.
As all the data work are there on their sever so they may delete the logs and they may alter the data base. Please help us regarding this issue.Thanks and regards
