    You are welcome Mr.Aritra.
    Now friends please say about the following situation:
    Q1. A teacher is appointed in 2001 and completed one year training in 2004-2005 as a deputed candidate. does he need to do bridge course?
    Q2. A teacher completed one year basic training before1995 and is appointed in 2004. Does he need to do bridge course/2 years D.Ed ?
    Q3.Is there relaxation for SC/ST candidates in HS marks by 5% who are already teacher in this present order for upgrading qualification ?

    This order vide No. 277-SE(P) dated.28.03.2012. is not enough. we are facing now various type of problems regarding up gradation of qualification. I think, if we face minimum confusion about it then we should apply to the concern D.P.S.C. in prescribed form within due date. They will take decision that the teacher either eligible or not. Time will say what is right. Is not it my friend? Be cool & wait Please. With thanks.

    DPSC,Jalpaiguri has done the HT panel list including with 2005-06 session deputed teachers name in 2012.

    There is a confusion (among many others regarding this matter) whether SC/ST teachers who have to undergo the up gradation of their qualification can avail 5% relaxation in their marks of HS? The GO in this purpose published by education department says nothing about it. But it refers to NCTE. In NCTE norms there are provisions for relaxation for SC/ST students(NORMS of 2007 & of 2009). The admission notification for D.El.Ed course in WB of 2011 also gives this relaxation.(Actually this relaxation is allowed in all cases these days regarding training). So it is expected that Sc/ST candidates may avail the relaxation. I’m uploading the NCTE norms of 2007 & 2009 (I can’t find any latest. If you have, please share it.) and also the Admission Notification 2011 for discussion. Please take part in this discussion to resolve the doubt and anxiety of many…

    Good news friends, there are some changes regarding up gradation of qualification of in-service teachers which were much awaited…please go through the attached file to see the order… I’ll try to make a synopsis of it soon, please provide me some time.
    There is also a corrigendum of the earlier notice (may not be that much important but you may have a look at that) at attached file.
    The file names given by me may not be appropriate but that will not create any problem I believe.

    NOTICE FOR UP GRADATION OF QUALIFICATION OF PRY TEACHERS: REVISED
    WBSED Law branch
    No-996-Se(Law)/PL/5s-74/12 Dated-15.06.2012
    The notice intended for mainly in-service primary teachers in continuation of the notification 277-SE (p)/10M-6/09(Pt-1) dated 28.03.2012.
    A. Primary teachers appointed after 03.09.2001 :
    1. The teachers with B.Ed need only 6 month special training.
    2. The teachers who have graduation in any stream need not to get 50% in HS.
    3. The teachers having PTT/JBT etc. obtained before 1st July,1995. need not to upgrade their qualification.
    4. SC/ST/PH/EC category teachers will get 5% relaxation in HS exam i.e. 45% in HS is enough for them to take the D.El.Ed training.
    5. The teachers who will retire by 31.03.2015 may opt not to upgrade their qualification but they will not get ‘A’ category scale of pay till they obtain the the professinal qualification.
    6. The teachers with 2 years PTT or euivalent training from institutions (of any state in India) duly recognised by NCTE need not upgrade their qualification.
    B.Primary teachers appointed after 03.09.2001 but upto 31.12.2005 :
    1. The teachers having MP or equivalent qualification and 1 year PTT may not require to have HS pass certificate with 50%… the case has been sent to NCTE for confirmation ,hence such teachers are advised to register themselves for up gradation of qualification and wait for the NCTE decision.
    2. Whether the teachers who have Passed MP or equivalent exam and have 1 year PTT certificate from WBBPE are eligible to apply for HT post or not will be decided by NCTE but if appointed up to 03.09.2001 are eligible to apply for HT post.
    C. Old H.s. (class XI) is equivalent to H.S.(10+2 standard).
    D. The teachers who have to undergo both H.S. course and D.El.Ed course through ODL mode are advised to apply for both the courses simultaneously as there is not enough time for separate course (The case has been referred to NCTE and MHRD)
    E. It is not compulsory to upgrade the qualification of both acadenic and professional for the Para teachers but they are advisedto upgrase the qualification for their own future. It’s a golden opportunity for them.
    F. The course fee for academic and professional qualification is expected to be around Rs. 6000/- per year and per course.
    This is synopsis of the order and it has no legal value and there is no guarantee that the interpretation is correct so readers are requested to check the orginal order of their own. This post is meant only for circulation of the news in an organised way. Please correct if there is any mistake.

    Got a big relief today after I saw the Order No: No. 996-SE (Law)/PL/5S-74/12,Dated 15.06.2012. At last we have won our fight against Kolkata Primary School Councils careless decision in making the HT Panel- 2012.Would like to thank our CM, MIC-School Education and all the Officials of the School Education Department for giving justice to us and who saved our careers.

    Respected Sir, Something wrong here, September is here but still no training arrange for us (Primary Teachers). Whats going on?
