Discrepancies of Names of Untrained Teachers for B.Ed Training

What wil happen to those teachers, who neither possess 50% in either graduation or M.A.,nor enlisted in the ODL list, being H.S.section teachers ???
Will they ever ever get a legal chance to undertake B.Ed course either in regular or in ODL mode ???
Is the GOVT. thinking about them ?
Or,If there is any G.O.that we don’t know,which has already mentioned about “PURSUING B.Ed COURSE BY TEACHERS WHO DON’T POSSESS 50%”
Neither the respective D.I.office & officials nor any any any any other educational officials know “WHO R ELIGIBLE AND WHO ARE NOT….What to do and What to check
Who will help us….Who…?
