DDO has the power to deduct pay & allowances of an employee who is absent from duty without any authority (dies non). However, in such cases, pay is generally held up by the office tiil absence period is regularised by condonation through post facto sanction of leave on the basis of late submission of leave application by the employee after joining duty.
It depends on the H.O.D./H.O.O. how he considers the case. I have already talked about ex-post facto sanction which is the root cause of additional work. But. in case a H.O.D./H.O.O. does not regularise unauthorised absence by sanctioning leave (ex-post facto), he will be in more embarrassing situation if he fails to justify his action against the employee. It’s better option for post facto sanction of leave and preparation of additional bill – no confusion – no controversy – nothing unfair. Only higher workload!
