DI office visiting by HM

Hi
My school HM goes to the DI office first regularly ( he claims but the staff of DI office denies ) and comes to school regularly at around 12.30 PM .
My question is –
when Will the HM go to the DI office – after joining his office or come to school after visiting the DI office ? what’s the rule ? Please quote GO or rule .
If he is taking the scope of the HM chair , what we can do to stop this legally ( he has a great relation with the MC and political party ) ..

Actually according to manual, there is no such rule, but H.M must maintain a dairy for his gentlemanship (if needed) where he should put-
1. Date
2. Time
3. Where he goes
4. For what purpose
5. Result
6. Total duration
7. Signature.
But ifhe has a great relation with the MC and political party
this will happen, then first of all unity among all A.T is very much needful. But the question is-
