Difference of Pay though same cadre, same joining

I had joined my dept. on 12/2009 as an LDA. Many others also joined as clerk through psc special clerkship exam in different departments. I have come to know that they are getting more salary and promotions than me. My query is whether I can ask for pay protection being the same cadre, same exam, same seniority ?only the difference is they are in different department.

Rules and policies for different departments vary and, the employees are governed by the extant rules of the respective departments. So, there may be difference in benefit also. It’s a common feature.
