Earned leave for vacational staff

I am Trina Chakraborty,  Assistant Professor of a government college. Being a vacational staff we have to get our earned leave by performing duties in the vacation.  Then the authority gets our earned leave list authorised by bikash bhavan,  higher education department.  I just need to know whether I have a right to get a sanction letter of my earned leave from the authority or is it confidential?
