Eligibility for applying in the post of AHM whose present position is Teacher-in-Charge (approved)

Plz. let me know with immediate effect whether T.I.C can apply for the post of AHM without resigning from his office but remaining only abstaining himself from all shorts of works as well as absent from all the meeting related to recruitment of AHM or not? please, let me know with immediate effect.
