Can any one enlighten me about the order of the Governor of W.B empowering the Home Secretary to act as the Disciplinary Authority and the Chief Secretary to act as the Appellate Authority under Article 166 of the Constitution of India and sign on and for on behalf of the Governor of the State under the caption “By Order of the Governor”. If so when this order was passed empowering the above mentioned executive heads and published in the Kolkata(Calcutta) Gazette?
