    Please click U.G.C. 1) List of the 285 state Universities as on Nov’2011 recognized by U.G.C. 2) List of 110 Private Universities and 3) List of 130 Deemed universities in India Reg. by U.G.C. are available there.

    Please let me know if M. Sc. (Physics) acquired from “Vinayak Mission’s University” through distance mode is a valid degree for appearing in School Service

    Dear friends,
    Very recent dated on 10.04.2012 U.G.C. released a public notice on some private Universities regarding violation of U.G.C Regulation’2003. Vinayaka Mission Sikkim University, Middle Tadong, P.O. Daragaom, Pin – 237102 is one of them.Those Universities are running on franchising basis also which is not allowed.
    That is why , you are requested to visit clearly U.G.C web site. With thanks.

    Friends, May you say whether the institutes growing like mushroom in the town/semi-towns and promising to complete a course of two years even within 2-3 months with assured result and valid certificate are legal? If not what measures can be taken by an individual?

    This is a criminal offense (fraud). One may lodge complaint with police and move to consumer court for refund if one has all the necessary documents to prove that. Let me be clear here there is NO Study Centre of any university of other state present in west bengal. Therefore, friends be careful and cautious. Govt has taken steps against a few such so called study centres and fake universities like ‘Biswa Bhasa Hindi University’ (the VC is in jail now and ‘Institute of ‘Alternative Medicine’

    I started this topic to discuss the matter as I said earlier. Actually we need to discuss some Acts, Rules, Regulations etc. to have a clear concept in this regard. That might be a long story and boring as well and i am not sure if my friends are interested and should i start or not. If you are, please show your interest by answering this simple question What is a university or how do you distinguish it?

    I admit that its an importent subject and we should beware of the fakes. Due to lack of knowledge on the subject, I prefer to remain silent and request you to continue it.     @som thanks for your response. I did not have any intention to test ones knowledge. In fact I was trying to make sure my friends are interested in this topic.
    I shall try to cut the long story short and to be to the point.
    Wikipedia says
    “A university is an institution of higher education and research which grants academic degrees in a variety of subjects and provides both undergraduate education and postgraduate education.”
    Certainly this is right. But when we are discussing ‘Fake University’ we have to keep in mind every university is established by an ‘Act’. The said Act shall be passed either by the State Legislature (in case of state universities) or by the Parliament (in case of central universities). For example “The Calcutta University Act, 1981” was passed by the West Bengal State Legislature thus C.U. is a state university. In the same way the Act of “Visva-Bharati” was passed by the Parliament thus it is a central University.
    In case of private universities the concerned acts are passed by the state legislature where the university is situated. But Govt. does not bear any financial liability for such private universities. No university can be established by-passing the Govt. or Legislature. Private universities cannot offer off campus or off shore course. Vide “UGC (ESTABLISHMENT OF AND MAINTENANCE OF STANDARDS IN
    PRIVATE UNIVERSITIES) REGULATIONS, 2003”

    Therefore, if you want to be sure if a university is fake or not you have to look for the Act by which the concerned university is established. (Although I know it is not very easy for everyone to reach this goal)
    When the Act is passed by the legislature the university starts functioning and applies to UGC for recognition and gets it in due course.
    In the Act of a certain university a territorial jurisdiction is prescribed. Beyond that jurisdiction the university cannot affiliate any college or offer any degree. For example you will not find any college in Darjeeling which is affiliated to Calcutta University. No university can operate beyond its territorial jurisdiction. Although the territorial jurisdiction may vary in regular mode and distance mode. But in no condition a state university can offer degrees outside the concerned state. (Please look for the observation of the Supreme Court in the case of Prof. Yashpal – vs- State of Chhatisgarh)
    Deemed University status is conferred by the Ministry of Human Resource Development, Govt. of India and not by UGC. They are not full fledged universities. They can offer undergraduate or post graduate degrees but cannot affiliate colleges. You may recall Bengal Engg. College (DU). The Bengal Engg. College (DU) became a university when west Bengal Legislature passed the “Bengal Engg. And Science University, Shibpur Act” in 2008.
    A few more things is to be recalled here:
    Approval from Distance Education Council (DEC) is required for conducting any course in distance mode.
    NCTE recognition is a must for any teacher education degree such as B. Ed., D. El. Ed. Etc.
    AICTE approval is must for technical degrees.
    Study centres cannot be franchised.
    NO APPROVAL FROM ANY OF THESE BODIES CAN BE TAKEN INTO ACCOUNT IN LIEU OF THE APPROVAL FROM OTHER.
    For example if you are doing B. Ed. From ABC college under XYZ university you have to be sure on these following points :
    1) XYZ university is UGC recognized
    2) ABC college is affiliated to XYZ university
    3) ABC college is NCTE recognized
