I dont know the procedure of fixation of pay before Ropa,09 and I want to know the details of that for creating excel utilities as the same will be helpful for checking the service books of the employees who are gonna be retired soon. Would appreciate any help regarding this. Thanks in advance.

(Ref: 430-F dated 12.01.1990)
Date of effect: 1st January, 1986.
(A) Formula (Rule 2(1) of ROPA ’90
Existing Pay
a) Basic Pay
b) D.P., D.A. at index average 608 (1960=100)
c) Spl. Pay
d) Interim Relief
e) Boosting @ 20% (subject to a minimum of Rs. 75/-)
B. Fixation
1) If the minimum of the revised scale is more than the amount as in (A):-
Under Rule 6(a) of ROPA ’90 Revised Pay shall be fixed at the minimum.
2) If the amount as in (A) is higher than the minimum of the revised scale:-
Under Rule 6(1)(A)(ii) Revised Pay shall be fixed at the stage next above the amount as in (A).
3) If the amount as in (A) is higher than the maximum of the revised scale:-
Under Rule 6(b) Revised Pay shall be fixed at the maximum of the revised scale and the difference shall be treated as personal pay to be absorbed in stagnation increment(s).
Proviso of Rule 6(b), Personal Pay after absorption in stagnation increment, if any, shall be treated as an element of basic pay for the purpose of fixation of pay on promotion / appointment.
Example 1:
Mr. ‘X’ drawing BP of Rs. 300/- DA+DP+ADA on 608 point at Rs. 602/-, IR at Rs. 50/- and boosting admissible @ 20% or Rs. 75/- (minimum), total amounting to Rs. 1027/- in the scale 300-10-400-15-550-20-750 unrevised.
His Pay will be fixed at Rs. 1040/- in the revised scale 1040-25-1215-30-1485-35-1540-1670-50-1920 under rule 6(a) of ROPA ’90 at minimum of the revised scale.
Example 2:
Mr. ‘X’ drawing Pay of Rs. 400/- DA+DP+ADA on 608 point at Rs. 746/-, IR at Rs. 50/- and boosting admissible @ 20% of Rs. 80/-, total amounting to Rs. 1276/- in the scale 300-685 unrevised.
His Pay will be fixed at Rs. 1305/- in the revised scale 1040-1920 under rule 6(1)(A)(ii) of ROPA ’90.
Example 3:
Mr. ‘X’ drawing Pay of Rs. 705/- (with one stagnation increment), DA+DP+ADA (at point 608) at Rs. 1061/-, IR at Rs. 50/- and boosting admissible (@ 20%), Rs. 141/-, total amount to Rs. 1957/- in the scale 300-685 U.R.
His Pay will be fixed at Rs. 1920/- (at maximum) + Personal Pay of Rs. 37/- to be absorbed in future stagnation increment in the scale 1040-1920 under rule 6(b) of ROPA ’90.
If the Special Pay in the existing scale continues with the revised scale either at the same rate or at a different rate, in such case Spl. Pay in existing scale will not be taken under rule 2(1) of ROPA ’90, but the Spl. Pay at the new rate shall be drawn in the revised scale (Ref: Rule 6.(c))
a) When the revise pay of the substantive post as fixed under rule 6 of ROPA ’90 is higher than the pay in the officiating / temporary post as fixed under rule 6:-
Pay in the off/temp post shall be refixed at the stage above the pay fixed in substantive post under rule 6(2)(b) of ROPA ’90.
b) A Govt. employee is promoted / appointed to higher post / scale on 1st January, 1986.:-
His pay in the lower post shall be fixed first on 01.01.1986 and then shall be fixed in higher scale as per normal promotional fixation on 01.01.1986 under note 1 below rule 6(2)(b) of ROPA ’90.
When the date of normal increment is 01.01.1986 and an employee opted to revise his pay w.e.f. 01.01.1986, then increment in the existing scale is to be given first and then the pay will be fixed in revised scale of pay w.e.f. 01.01.86 (Ref: Note 5 below rule 6(2)(b))
When the date of option coincides with the date of increment in existing scale of pay, the increment shall be allowed first in the existing scale and then the pay in the revised scale of post be fixed on the same day. (Ref: 984-F dated 01.02.1990)
A Govt. Employee was allowed to draw pay in unrevised scale under rule 9 of ROPA ’81 on any date between 1st January ’86 and 12.01.1990 i.e. date of publication of ROPA ’81:-
His pay shall be fixed first in the revised scale of his basic scale and then his pay shall be fixed at the next higher scale at next stage above under rule 9 of ROPA ’81.
The date of increment will remain the same. (Note 2 below rule 6(2)(b) of ROPA ’90).
Example 4:
Mr. ‘X’ drawing pay Rs. 400/- on 01.04.86 in the scale 300-685 was allowed the benefit under rule 9 of ROPA ’81 on 01.11.86 in the next higher scale 340-10-400-15-550-20-750.
His Pay is to be fixed first in the scale 1040-1920 at Rs. 1305/- (Example 2) on 01.04.86. His pay is then fixed in next higher revised scale 1140-30-1440-35-1580-40-1660-50-2160 on 01.11.86 at Rs. 1320/- (next stage). Date of next increment, 01.04.87 remain unchanged.
A Govt. employee promoted before 01.01.86 and opted to fix his pay under 42A(1) of WBSR Pt.-I, i.e. on accrual of increment after 01.01.86:-
Normal pay will be fixed first on 01.01.1986 in the revised scale of lower post. Then his pay will be fixed in the revised scale of promotional post under rule 42(A)(1) after accrual of increment in the lower post. (Note 4(ii) of rule 6(2)(b) of ROPA ’90)
Example 5:
Mr. ‘X’ drawing pay Rs. 400/- with date of next increment on 01.04.86 was promoted in the scale 380-15-500-20-700-25-850-30-910 on 01.01.85 and opted under rule 42A(3) of WBSR Pt.-I.:-
His Pay will notionally be fixed on 01.01.86 at Rs. 1305/- in the lower post (Example 2). His pay in promotional post to be fixed at Rs. 1330/- and then finally he will be allowed to fix his pay on promotion after accrual of increment in the lower post on 01.04.86 under rule 42A(1) of WBSR.

A Govt. employee promoted before 01.01.86 and opted to fix his pay under 42A(1) straightway:-
His pay may be fixed in the revised scale of promotional post with effect from 01.01.86 under Note 4(i) of rule 6(2)(b) of ROPA 1990.
Example 6:
Mr ‘X’ drawing pay of Rs. 400/- in the scale of pay of Rs. 300-685, was promoted in the scale of pay of Rs. 380-910 on 01.01.85 and his pay was fixed at Rs. 415/- on 01.01.85.
His pay is now fixed in revised scale of promotional post at Rs. 1330/- on 01.01.86.
A Govt. employee promoted before 01.01.86 and opted to fix his pay on promotion under rule 42A(1) on accrual of increment and opted for revised scale of pay of the lower post on the date of next increment after 1st January, 1986:-
His pay in lower post shall be fixed on the date of increment in the revised scale of lower post under ROPA ’90 and then his pay will be refixed in the revised scale of pay under rule 42A(1) of WBSR, Pt. I on the same date (Ref: 2525-F dated 15.03.1990)
A Govt. employee may be allowed to opt either under Note 4(ii) of rule 6(2)(b) of ROPA ’90 as shown in the previous post Example 5 or under memo 2525-F dated 13.03.90 as in above which is more advantageous to him.
Example 7:
Mr ‘X’ drawing pay of Rs. 240/- in the scale of pay of Rs. 220-388 with date of next increment (DNI) on 01.04.86, was promoted in the scale of pay of Rs. 230-414 on 10.08.85. His pay may be fixed as follows:-
Lower Post Unrevised: (220-388), Revised: (800-1265)
Promotional Post Unrevised: (230-414), Revised: (830-1357)
Either a) Note 4(ii) of Rule 6(2)(b) of ROPA ’90,
1.1.86: Lower Post Unrevised: 240/- , Revised: 860/-
1.4.86: Lower Post Revised: 860+15/-(increment) & Promotional Post Revised: 890/-
Or b) 2525-F dated 15.3.90,
1.1.86: Lower Post Unrevised: 240/-
1.4.86: Lower Post Unrevised: 245/-, Revised: 875/- & Promotional Post Revised: 890/-
His revised pay in b) above is more advantageous to him. In case of promotion, confirmation in the lower post is necessary (Ref: 6391 (350)-F dated 01.01.84)
